Fair Use Determination: Though it is still in print (as of 2022) and available from the publisher (Trafford Publishing), its high cost creates access challenges for students. Rights inquiries were made by Principle Investigator in an effort to clarify rights ownership. Trafford Publishing indicated that rights had reverted to the author/estate. William Lewis Paul papers, 1844-1978 are held by the University of Washington Special Collections and contain a note indicating “creator's literary rights transferred to the University of Washington Libraries.” UW correspondence with the family (primarily Frances Paul DeGermain Shah-naX-ee , editor) ends in 2006. Frances Paul De Germain (Shah-naX-ee) passed away in 2016. Additional attempts to identify a living rights holder were unsuccessful.
